Harold’s practice focuses on assisting clients with government investigations and enforcement proceedings and civil and commercial litigation.  During his more than twenty years at the U.S. Department of Justice in Washington, D.C., as Deputy Chief of the Civil Division of the U.S. Attorney’s Office in Seattle, and as head of the Affirmative Civil Enforcement (“ACE”) Unit, Harold handled major investigations, civil litigation and settlements of significant False Claims Act or “qui tam” cases involving government contractors and government program participants. 

In his more than a decade of private practice, Harold has helped individuals and companies involved in civil and criminal government investigations and prosecutions, state attorney general enforcement proceedings, and civil and commercial litigation of all kinds.  He regularly counsels clients on compliance issues and conducts sensitive internal investigations for both publicly-traded corporations and medium and small businesses.

Harold has been named a leading practitioner in Chambers USA’s Guide to America’s Leading Lawyers for Business, with sources noting that he is “very levelheaded and cares passionately about his clients.”

Harold’s recent matters have included representation of:

  • Healthcare providers (pharmaceutical companies, practice groups, clinicians, and nursing home chains) in government investigations relating to alleged excessive Medicare, Medicaid, and Tricare reimbursement, Stark Act violations, and Anti-Kickback Act matters
  • Government contractors and their employees in investigations relating to alleged improper billing and product substitution
  • National cable company in state attorney general enforcement proceedings under the Consumer Protection Act involving allegations of misleading price disclosures
  • Investor in parallel criminal and civil insider trading investigation involving alleged improper profits of $1.4M in Amazon stock sales
  • Publicly-traded Fortune 125 corporation in separate internal investigations into allegations of accounting irregularities and inappropriate workplace conduct
  • Publicly-traded government contractor in internal investigation into compliance with Federal Acquisition Regulations
  • Owner and manager of e-waste disposal company charged with conspiracy to commit wire fraud in federal e-recycling fraud prosecution

Harold earned his B.A, cum laude, from Hamilton College and attended Northwestern University Law School, after which he clerked on the U.S. Court of Appeals for the Seventh Circuit.

He currently serves on the Compliance Committee of the University of Washington Medical Center and is a past trustee and Vice President of the Board of the Bush School in Seattle.
